NORTH BEACH ELEMENTARY SCHOOL PTA
2006-2007 STANDING RULES

1.       The name of this unit shall be the North Beach Elementary School PTA.  It is Local Unit #6.15.255 of the Washington State PTA

2.       This unit is incorporated as a nonprofit corporation in the State of Washington, effective January 14, 1986.  It is the responsibility of this unit to renew the Articles of Incorporation annually prior to March 1.  The unit’s incorporation number is 2-369763-4.

3.       The IRS recognized this unit as non-profit, tax-exempt organization under Section 501(c)(3) on March 28, 1996.

4.       Each officer shall have a set of the unit’s legal documents that are updated annually by the President and the Treasurer.

5.       The membership services fees of this unit shall be $10.00 per individual or two family members for $15.00.

6.       The students of North Beach Elementary School shall be considered honorary members of this unit without voice, vote or privilege of holding office.

7.       The nominating committee should be elected in accordance with the Washington State P.T.A Uniform Bylaws by March 1 of each year.

8.       The elected officers of this unit shall be as follows: President or Co-Presidents, Vice President, Secretary and Treasurer.  The elected officers shall constitute the Executive Committee.  Additional officers shall be as follows:  Ways and Means Chairperson, Legislative Chairperson and Communications Chairperson.

9.       There may be up to four Board Advisors.  The Board Advisors shall be proposed by the President and approved by the Executive Committee, and these positions shall be voting positions. 

10.   The President(s) may also appoint Presidential Advisors.  Presidential Advisors may attend Board meetings but shall not have a vote at such meetings.

11.   The Board of Directors shall consist of the elected officers, chairpersons, the Board Advisor(s), the principal and a staff representative.  Board meetings of this unit shall be held one week before each PTA meeting and are open to interested PTA members.

12.   The President(s) shall be the Chairman of the Board of Directors, of the Executive Committee, and of the general membership meetings.

13.   The President(s) shall propose the agendas for monthly meetings to the Board of Directors for approval or amendment.  All decisions involving P.T.A policy, budget and financial matters and program commitments shall be referred to the general membership for approval.  The PTA Board of Directors may make expenditures of up to $300.00 from the P.T.A Programs line of the approved budget without the General Membership approval.  All larger appropriations will be referred to the General Membership for authorization.  Committee Chairpersons are empowered to make administrative decisions appropriate to the running of their committees.

14.   General membership meetings of this unit shall be held on any Thursday of the month.  All meetings will be in the evening.  There will be at least three meetings during the year.

15.   Meetings shall be conducted according to Robert’s Rules of Order.

16.   The Golden Acorn Award shall be presented annually to an outstanding volunteer or volunteers, and the Outstanding Educator Award shall be presented annually to an outstanding staff member.

17.   The Standing Rules shall remain in effect until amended, but shall be reviewed and adopted annually by a majority vote at the first general membership meeting.

18.   The Standing Rules may be amended at any regular general membership meeting by a two-thirds vote, or if previous notice is given, by a majority vote.

19.   A quorum shall be a minimum of 10% of the P.T.A membership or 15 members, whichever is less.
